Rebul – Governance

Rebul has a tripartite system of Governance - House Rebul is responsible for the area and its people – and in practice they oversee relations with the rest of Urgon, strategy, legal frame works, taxation, and generally policies. They delegate security to the Order of the Bolt, and welfare to the Church of Heironeous.

House Rebul – consists of the Duke of Rebul, his family and his retainers. A quirk of local law means that the Duke of Rebul is always a practising Heironean at the time of his elevation and will have had some training either within the church or the order itself (in game terms – they will have at least one level of Cleric/Paladin etc). They run the Administration from Castle Rebul in Rebul City itself. House Rebul co-ordinates the diplomatic service and administration from here, and maintain an elite cadre of guards who are loyal to the Duke and the House.

The Most Illustrious Order of the Silver Bolt has its Senior Chapter House in the City of Rebul, and the whole of the Order is run from this small castle. The militant order consists of Paladins, fighter, clerics, and even a few monks who are dedicated to the God of Valour. They are supported by an array of men at arms and servants who are all equally dedicated to Heironeous - some of them may, with training and patience, develop the abilities that mean they can progress in the order. The Order of the Bolt is regarded as providing some of the best military training within the kingdom, and many young nobles attend the training school for a year or two - just to finish them off and graduates from the Order are in great demand for officer posts in all sorts of militias and militaries. The Order have a small chapter house in every Village-Fort in the Duchy of Rebul, they oversee the militia, provide watchmen for inhabited areas and provide regular (heavily armed) patrols for the less civilised routes.

The Temple of the Shrines within Rebul is run by clerics of Heironeous. Each Village-Fort has a temple that is dominated by the Heironean symbol of a fist holding a lightning bolt – sure there are other shines within the worship hall and minor priest of other deities (as the Law requires) – but every single high priest is dedicated to Heironeous. The temple in Rebul City pushes the boundaries – one huge worship space is dedicate to Heironeous - while the other gods have small shrines tucked away in much smaller rooms. There is some grumbling about it from other priests - but it is within the letter of the law. It is the clerics who ensure that work and resources are allocated fairly among the population. No one goes hungry or cold in Rebul – although they are required to work (if they are able) for their dividend. The main Cathederal hall in Rebul is hung with battle banners of the regiments and units that fought in the 'big battle' - and includes standards and insignia from fallen and destroyed humanoid tribes and units that fought in the battle. Some of them are originals and bear the battle scars - others are copies.
